Flagship Giga-Projects Driving the Pipeline

The Public Investment Fund (PIF) is the principal engine behind the following giga-projects, from which Diamond Capital Group sources pipeline mandates. These represent the most significant construction and development opportunities in the world today.

Direct Project Access — No Tendering Required

A defining feature of Diamond Capital Group's mandate is that qualifying companies gain direct access to projects without participating in open tenders or public bids. Projects are allocated directly to qualified contractors who meet the conditions established by the relevant Saudi authority and our internal qualification framework.

No Tender Participation

Diamond Capital Group and its partners never participate in public tenders or competitive bids. Projects are accessed through direct mandate and allocation.

Direct Allocation

Once a contractor qualifies, a suitable project is provisionally allocated directly — for both listed pipeline projects and projects specifically requested by the contracting company.

State Conditions Apply

Direct access is contingent on meeting all conditions required by the relevant Saudi authority, including MISA licensing, SCA classification, JV formation and BG capacity.

Qualification & Application — Overview

Candidate contracting and engineering companies must follow the structured onboarding process defined below. Diamond Capital Group LLC acts as the single point of contact throughout. The process is transparent, efficient and fully compliant with Saudi Arabian law.

Each step is mandatory and sequential. The full procedure typically spans 4 to 12 months from LOI submission to contract signature, depending on project complexity and candidate readiness.

Step 1 — Letter of Intent (LOI)

The candidate company issues a formal Letter of Intent addressed to Diamond Capital Group LLC, signed by an authorized director, expressing serious interest in one or more pipeline projects. The LOI must be comprehensive and professionally prepared.

Legal Identity

Full legal name, UIN / commercial registration number and country of incorporation.

Statement of Interest

Clear indication of sectors of preference: residential, commercial, infrastructure, energy, hospitality or healthcare.

JV Commitment

Confirmation of willingness to establish a Saudi legal entity and form a Joint Venture with a qualified Saudi partner upon contract award.

Authorized Signatory

Full details of the authorized signatory, including title, contact information and corporate stamp / seal.

Step 2 — Company Profile & References

Together with the LOI, the candidate submits a full corporate dossier documenting official activities, delivered projects and financial standing. This dossier must demonstrate genuine capacity to deliver projects of the scale and complexity contained in the pipeline.

Certified Company Profile

Years of operation, staff strength, engineering disciplines, geographic footprint and organizational structure.

Reference Project List

Comparable delivered projects including project name, client, contract value, completion date and the company's specific role.

Audited Financial Statements

Last three (3) fiscal years demonstrating turnover, equity, working capital and profitability. Must be certified by an independent auditor.

Quality & HSE Certifications

Confirmation of ISO 9001, ISO 14001 and ISO 45001 certifications and a documented HSE track record with incident statistics.

Step 3 — Bank Guarantee (BG) Capacity

The Single Most Critical Qualification Requirement

Saudi public-sector and PIF-backed employers require Bank Guarantees at every stage of the project lifecycle. The single most important qualification requirement is the company's documented ability to issue Bank Guarantees from a rated, investment-grade bank. Candidates unable to demonstrate committed BG facilities commensurate with the target project value will not be considered under any circumstances.

Bid Bond

1% – 2% of tender value. Issued at bid stage to confirm the seriousness of the candidate's participation.

Performance Bond

5% – 10% of contract value. Issued upon contract signature and held through to project completion.

Advance Payment Guarantee

100% of the advance-payment amount (usually 10%–20% of contract value), securing the mobilization advance.

Retention Bond

5% – 10% of contract value, replacing cash retention during the warranty period after practical completion.

Steps 4 & 5 — Project Allocation & Official Invitation

Step 4 — Project Allocation & Basic Briefing

Once LOI, corporate dossier and BG-capacity evidence are approved, a suitable project is provisionally allocated. A Basic Information Memorandum is released containing:

  • Project location, scope, gross BUA and design brief
  • Employer identity and estimated contract value in SAR
  • Programme, key milestones and required warranties
  • Local content, Saudization and Nitaqat expectations

Step 5 — Official Invitation from the Saudi Employer

Upon written acceptance of the Basic Information Memorandum, an official invitation letter is issued by the Saudi client company. This marks the formal commencement of commercial and technical discussions.

Steps 6, 7 & 8 — Saudi Establishment, JV & Contract

Step 6 — Saudi Entity Establishment

The candidate proceeds — with Diamond Capital Group's local partners — to establish its Saudi legal presence: MISA licence, commercial registration, tax and Zakat registration, Saudi bank accounts and SCA classification. Mandatory before any contract can be executed.

Step 7 — Joint Venture with Saudi Company

A binding Joint-Venture / consortium agreement is executed with a qualified Saudi partner nominated or approved by Diamond Capital Group, structuring shareholding, governance, technical leadership, guarantees and profit distribution in full accordance with Saudi regulations.

Step 8 — Official Contract & Project Delivery

Following JV formation, the Official Contract with the Saudi employer is executed. Bank Guarantees are issued, the mobilization advance is released, and the project is formally handed over to the consortium for execution and delivery.

The following consolidated pipeline is currently coordinated by Diamond Capital Group. All values are indicative and subject to final documentation. The pipeline spans commercial, hospitality, healthcare, energy, water, residential and smart-city sectors.

Project 1 — Six Commercial Towers, Makkah

SAR 2.5 BillionUS-Based Developer

This landmark development comprises six vertically-integrated commercial towers with a total built-up area of 430,000 m², strategically located in Makkah to serve the world's largest annual gathering of pilgrims.

SAR 3.0 BillionPrivate Developer — MOH Accreditation Pipeline

A fully integrated medical city representing one of the most technically demanding projects in the pipeline. The development includes a main hospital, specialty clinics, staff housing, academic and research blocks, and full supporting infrastructure. The owner targets JCI and SFDA compliance from the outset.

Main acute-care hospital with ICU, OR suites, emergency department and specialty outpatient clinics. Full SFDA and JCI design compliance required from concept stage.

Medical MEP

Project 5 — 500 KV Electricity Transmission

SAR 18.0 Billion — Largest Single ProjectPPP Structure

The largest single project in the pipeline by value, this mandate covers the design, supply and installation of 500 KV transmission line towers with associated substations across the Kingdom. Structured as a PPP with Saudi Electricity Company / National Grid SA, it is a critical pillar of Saudi Arabia's energy infrastructure expansion under Vision 2030.

EPC Scope

Full engineering, procurement and construction of HV transmission towers, conductors, insulators and civil works across desert and mountain terrain.

Substation Engineering

Design and construction of 500 KV substations including transformers, switchgear, protection systems and control buildings.

Foundation Works

Specialized foundation engineering for tower bases in challenging desert, rocky and mountainous terrain conditions.

HV Commissioning

Full high-voltage commissioning, testing and energization of the transmission system in coordination with the Saudi grid operator.

Water Pipeline Programme — NWC

One of the most technically complex projects in the pipeline, requiring a contractor capable of acting as master developer while deploying advanced technology systems across the entire district.

Master Developer Role

The contractor must coordinate all sub-packages, infrastructure delivery and interface management across the entire smart-city district.

ICT Backbone

Deployment of a full ICT backbone including fiber-optic networks, data centers, smart-utility systems and integrated city management platforms.

Mixed-Use Vertical Delivery

Construction of residential towers, commercial blocks, hospitality facilities and public amenities with full integration of smart-building systems.

Project 9 — Ministry of Housing, Sakani Programme

SAR 20.0 BillionMinistry / Sakani — MoMRAH

The Sakani Programme, coordinated by MoMRAH, is one of the largest residential delivery programmes in the world. The Ministry coordinates 119+ residential projects currently under construction, awarding villa and apartment packages on an ongoing basis through 2026–2028 and beyond.

Submit a bank comfort letter from a first-class international or GCC bank confirming the aggregate Bank Guarantee facility available. This is the single most critical qualification requirement.

Await Project Allocation

Receive written confirmation of provisional project allocation and the Basic Information Memorandum. Review and accept the memorandum to trigger the official invitation from the Saudi employer.

Proceed to Saudi Establishment & Contract
